(1) The district council shall coordinate the activity of village and town councils with the view of carrying out the public services at dis trict level. (2) Th e district council are elected and operate according to the law. (3) The relationships between the local pub lic authorities shall be based on the principles of autonomy, legality and cooperation in solving issues of common interest. First Section COURTS OF LAW
